Delaware HB 1: Legalizing Simple Possession Bill Summary

HB 1, sponsored by Rep. Ed Osienski, would make possession of a limited amount of cannabis legal for adults 21 and older under Delaware state law.

A separate bill, HB 2, would legalize and regulate cultivation and sales.

The House passed both bills during the week of March 7 in 28-13 and 27-13 (with one absent) votes. On March 28, the Senate passed HB 1 in a (16-4) vote. The chamber also passed HB 2 (15-5) .The bills are now awaiting consideration from Governor John Carney (D).

Pennsylvania lawmakers introduce adult-use marijuana legalization bill

An adult-use marijuana legalization bill introduced on Friday is the first bipartisan cannabis reform bill to appear in the Pennsylvania state House of Representatives.

However, it is uncertain whether this latest effort can overcome the partisan gridlock that’s kept other cannabis legalization proposals from passing in the state Senate.

Sponsored by Democratic state Rep. Emily Kinkead and Republican Rep. Aaron Kaufer, House Bill 2500 follows a proposed marijuana legalization framework that the duo proposed in a June memo.

Hawaii Joint House Panels Advance Senate-Passed Marijuana Legalization Bill With Amendments Addressing Advocates’ Concerns

Lawmakers at a joint legislative hearing in Hawaii’s House of Representatives have advanced a Senate-passed bill that would legalize and regulate adult-use marijuana.

The proposal, SB 3335, would allow adults 21 and older to possess up to an ounce of marijuana and up to five grams of cannabis concentrates and would establish a framework for licensed, regulated sales.
